This limitation can be from the Android developer, country, smartphone developer and even network company. However, there are 2 cases when you can fix it:
1. Check if the phone settings are on microphone. If so, change to Voice call.
2. If there are few one sided conversation this is most likely because the phone user is talking on a hands free device and in this case you can not do anything.
